and the Director of the
Business & Media Institute is a veteran editor with two decades’ experience in
print and online media. He has served as an editor at several newspapers
including The Washington Times and The Baltimore News-American. Mr. Gainor also
has extensive experience in online publishing – holding the position of managing
editor for CQ.com, the Web site of Congressional Quarterly, and executive editor
for ChangeWave, published by Phillips International. He has worked in financial
publishing in his last two positions, launching new services for ChangeWave and
Agora Inc. Mr. Gainor holds an MBA from the University of Maryland’s Robert H.
Smith School of Business and a master’s in publications design from the
University of Baltimore. As an undergraduate, he majored in political science
and history at the University of Maryland Baltimore County. Mr. Gainor lives in
Alexandria, Va., and volunteers as a media and issues speaker with the Close-Up
Foundation.
Quin Hillyer: A 1986 graduate of Georgetown University in government
and theology, the executive editor of The American Spectator is a 30-year
veteran of the conservative movement in campaigns, government, and journalism.
He served five years as press secretary for former U.S. Rep. Bob Livingston
(R-La.) and for the House Appropriations Committee. He was managing editor of
Gambit Weekly in New Orleans (1990-1991), served as editorial writer and
columnist for the Arkansas Democrat-Gazette (1997) and for the Mobile Register
(1998-2006). A winner of numerous local, state, regional and national journalism
awards, Hillyer has had work published professionally in more than 50
publications, including The Wall Street Journal, The Washington Post, the San
Francisco Chronicle, and National Review.
The Hon. Jack Kingston, (R-Ga.): Congressman Jack Kingston has served
Georgia’s 1st District for the past 12 years and is now in his seventh term in
the U.S. House of Representatives. During his 20 years of public service at the
state and national levels, he has fought to lower taxes, balance the budget, and
reduce government interference in our lives. Considered one of the strongest
communicators in Congress, Kingston serves as Vice Chairman of the House

Bob Slaughter: Bob Slaughter is President of NPRA, the National
Petrochemical & Refiners Association, a national trade association representing
the petroleum refining and petrochemical manufacturing industries. Mr. Slaughter
assumed this position in March 2002 after serving as NPRA’s General Counsel and
Director of Public Policy for three years. Prior to joining NPRA, Mr. Slaughter
served as Director of Federal Relations in Amoco Corporation’s Washington, D.C.,
office. He previously served as Director of Congressional Relations for the
Natural Gas Supply Association and as Director of Federal Relations for Pacific
Resources, Incorporated.
Mr. Slaughter’s government service includes time spent as Administrative
Assistant to former Senator and Congressman Bob Krueger (D-Texas). He was also
Special Assistant for Energy Policy to Krueger while the latter was serving as
Ambassador-at-large and Coordinator of U.S.-Mexican Relations at the State
Department. A graduate of Yale College and Georgetown University Law Center (cum
laude), Mr. Slaughter resides in Washington, D.C.
Jerry Taylor: As a senior fellow at the Cato Institute, Jerry Taylor
challenges the "market failure" critique of free markets as they pertain to
energy policy and environmental protection. Under his direction, Cato has become
an influential critic of federal and state environmental policy. Taylor is
active on the lecture circuit and one of the most frequently cited experts in
energy and environmental policy in the nation. He has served on numerous
congressional advisory bodies and has testified more than a dozen times at
hearings on Capitol Hill. Taylor is the author of numerous studies and journal
essays on energy and environmental issues, and has contributed to several
anthologies, including Market Liberalism: A New Paradigm for the 21st
Century, The Cato Handbook for Congress, and China as a Global Economic
Power: Market Reforms and the New Millennium, and Earth Report 2000:
Revisiting the True State of the Planet. He is a frequent contributor to
prominent newspapers and magazines, and has written for The Washington Post, Los
Angeles Times, Wall Street Journal, and USA Today. Additionally, Taylor is a
regular commentator on Fox News Channel, CNBC, CNN, NPR, and the BBC.
